The short answer is: Yes, for limited banners. Your pity counter and pulls from one limited-time banner will transfer to the next.
For instance, during the global launch, the Suomi and Ullrid banners ran concurrently. Pulling on either banner increased the pity counter for both. If you were close to pity on the Suomi banner, you could switch to Ullrid and still benefit from the accumulated pity. This carryover applies to all future limited-time banners, confirmed by Chinese server players. Once Suomi and Ullrid's banners end, your remaining pity will transfer to the next limited banner.
Important Note: Pity does not carry over between limited and standard banners. You cannot manipulate the system by pulling on the standard banner to approach pity and then switch to a limited banner for a guaranteed rate-up character.
While hard pity is reached at 80 pulls, a soft pity system begins around 58 pulls. After 58 pulls without an SSR unit, your chances gradually increase until you reach hard pity at 80.
